中国刑事警察学院慨述[英]China Criminal Police College Institute
中国刑事警察学院也称为中国刑警学院或刑警学院。
中国刑事警察学院坐落在历史名城沈阳皇姑区塔湾街83号，占地面积34万平方米，建筑面积21万平方米，是公安部直属的公安高等学校。
学院历史学院始建于1948年5月，前身是东北公安技术训练队和东北公安干部学校，后改为中央人民警察干部学校、公安部第一人民警察干部学校、公安部人民警察干部学校，1981年11月扩建为中国刑事警察学院，并由当时任全国人大常委会委员长的彭真同志题写校名。
学院荣誉半个多世纪以来，在党中央和公安部领导的关怀下，学院艰苦创业，与时俱进，逐步创建了符合我国国情、适应公安工作需要、具有鲜明特色的学科专业体系，创建了教学、科研、办案相结合的办学模式，形成了“忠诚、求是、团结、奋进”的优良校风，为国家公安司法机关培养了大批优秀专业人才，学院被誉为“人民卫士的摇篮”。如今，警院学子遍布全国各地，他们之中有的成为公安机关各级领导，有的成为侦查和刑事科学技术专家骨干，为稳定社会、打击犯罪、维护公共安全做出了卓越贡献。
学院设有侦查系、刑事科学技术系、法医学系、警犬技术系，社会科学部、基础部、警体部。有侦查学、经济犯罪案件侦查、禁毒学、信息安全、刑事科学技术、法医学、警犬技术7个本科专业，有刑事侦查、治安管理、涉外警务、计算机犯罪侦查、经济犯罪侦查、禁毒学、痕迹检验、文件检验、交通事故处理、公安图像技术、法化学、法医学、警犬技术13个专业方向。1998年学院被国务院批准为硕士学位授予单位，并从1999年开始招收硕士学位研究生和第二学士学位学生。研究生教育设有诉讼法学、刑法学、分析化学、计算机应用技术和法医学专业5个硕士点。第二学士学位教育设有侦查学、计算机犯罪侦查，刑事科学技术、法化学、法医学等专业或专业方向。
根据全国公安工作和队伍建设需要，新一届院党委提出了普通学历教育与在职警察培训并重，稳步发展本科教育，积极发展研究生和第二学士学位教育，大力加强成人教育和警察培训的办学思路，开展多形式、多层次的办学方式，并紧密结合公安工作需要，建立和完善具有打击犯罪特色的学科专业体系。
目前学院共有在校生5000余人，在籍函授生10000余人，教职工660人，其中教学科研人员总计350人，教授、副教授160人，享受国家政府特殊贡献津贴的专家16人，享受部级津贴的专家13人。另外还拥有一批理论造诣较高实践经验丰富的处聘教授教官，初步形成了专职教员与外聘教官相结合、适应公安教育规律特点的教师队伍。
学院方针学院坚持政治建校和从严治校的方针，实行警务化管理，学生入学进行严格的军事化训练，在校期间除学习基础课程和专业课程以外，还要掌握射击、驾驶、查缉、擒拿格斗等警体实战技能，教学训练紧贴公安实战，坚持把学生培养成政治坚定、业务精通、作风优良、执法公正的人民卫士。
学院教学装备学院建有装备现代化的查缉战术训练系统、刑事科学技术中心和法医中心等国内领先的实验室，配备了多波段光源、文件检验仪、语图仪、图像处理系统、扫描电子显微镜、气——质联用仪、毛细管电泳仪和DNA分析系统等先进的高科技检测设备。此外，还建有犯罪现场模拟教学中心、计算机广场、语音室、校园网以及电化教学中心。拥有现代化的图书馆、泅渡训练馆、田径体育场、室内射击场、机动车驾驶训练场及大型篮、排、网球综合训练场等。
学院办的刊物学院办有《中国刑事警察学院学报》和《中国刑事警察》两种刊物。其中，《中国刑事警察学院学报》是全国公安系统自然科学类核心期刊；《中国刑事警察》杂志已成为宣传公安工作方针政策、开展专项斗争、打击犯罪的社科类核心刊物，是广大公安民警喜闻乐见的期刊。
国际交流改革开放以来，为适应公安工作以及教学、科研发展的需要，学院积极引进国外智力，广泛开展国际间学术交流，与美国、英国、日本、俄罗斯等国家及香港、澳门特别行政区的高等学校和警察机构建立了友好合作关系。学院每年聘请外籍专家和教师来校任教或讲学，派出人员到国外留学深造和访问交流；多次主办和参与国际学术研讨活动，扩大学院在国际上的影响。
进入21世纪，学院将继续全面贯彻党的教育方针，遵循高等教育规律，突出公安教育特色，坚持学历教育与在职民警培训相结合，坚持教学、科研、办案相结合，以培养政治坚定、业务精通、作风优良、执法公正的人民卫士为宗旨，把学院建成培养人民警察的最高学府、刑事科学技术研究和检验中心、世界一流警察大学。

中国刑警学院院徽主体为圆形，圆边处标有中英文的中国刑事警察学院字样，圆内由国际刑警标志和书本组合而成。
国际刑警标志经中国刑事警察杂志几年的推介，已被全国刑警和公安机关所认同并普遍使用。例如，上海、北京等市公安局、黑龙江、山东、山西等绝大多数省公安机关刑侦部门将此图案确定为本地区刑警徽章，或以各种形式使用本徽章。客观地说，该徽章事实上已经成为中国刑警的共同标志，现在全国各地的刑警普遍习惯地将这个徽记称为“刑警标志”。
中国刑警学院作为中国刑侦系统的一部分，应与全国刑侦部门保持标志主体特征的一致性。
该“刑警标志”具有公认的关于“执法”、“警察”等概念的国际性审美特质和警察职业性特点。将其作为中国刑警学院校徽的主要构成因素，更有利于国际警察部门、院校以及警察个人之间交往的认同。
中国刑警学院院徽中的书本，寓意汲取知识、教书育人、培养人才；1949为学院建校时间。
该徽章采用各国警察以及刑警通用的深蓝色为基本色调，以象征公正严明的天蓝色为背景色，既有时代感，又给人以大气、沉稳、庄重的印象。
院旗以红色为背景，上面附有院徽标志和中国刑事警察学院的字样。

The Cradle of Republic Guards
____The advancing China Criminal Police College
China Criminal Police College(CCPC) is located in the historic city – Shenyang and has a campus of 340 – thousand square meters, with a building area of 210 – thousand square meters. The college is a higher police college directly under the Ministry of Public Security of China.
The college was founded in May, 1928. The college was formerly the Northeast Public Security Technology Training Team and the Northeast China school of Public Security Cadres, and later was transformed into the Central People’s Police Cadres School of Public Security Ministry, the People’s Police Cadres School of Public Security Ministry. In November 1981, it was extended into the present China Criminal Police College (CCPC), inscribed by Peng Zen -- the chairman of the Standing Committee of National Congress at that time.
Over more than 5 decades, under the leadership of the CentraI Committee of the Communist Party of China and Public Security Ministry, CCPC has gradually built a course through arduous effort and keeping pace with the times. CCPC has established a complete set of police education system with its unique features and a teaching system of combining teaching, scientific research and case-handling. With “Loyalty, Honesty, Unity and struggle” as its motto, the college has nurtured a lot of excellent specialists for public security and judicial departments. The college had been honored as “the cradle of republic guards”. The graduates of the college are now working in public security and judicial area all over China, among them are administrators in public security agencies at different levels and experts in criminal investigation and forensic technology. They have made great contributions to stabilizing society, fighting against criminals and maintaining social and public order.
The college has Investigation Department, Forensic Science & Technology Department, Forensic Medicine Department, Police Canine Training Department, Department of social Sciences, Basic Courses and Police Physical Training. The university has 7 majors at present, i.e. investigation, economic crime investigation, anti-narcotics, information security, forensic science & technology, forensic medicine and police canine training. Under the 7 majors, there are 13 specialized directions. They are: criminal investigation, public security management, foreign policing, computer crime investigation, economic crime investigation, anti-narcotics, traces examination, questioned documents examination, traffic accident investigation, public security technique of photography, forensic chemistry, forensic medicine and police canine training. In 1999, with the authorization from the Degree Office of the State Council, the university began to offer master’s degree program and enroll second bachelor’s degree students. At present, the university can award master’s degree in such specialties as procedure law, criminal law, analytical chemistry, computer applied technology and forensic medicine. Second bachelor’s degree education sets up the following majors: science of investigation and its computer crime investigation specialized direction, criminal science and technology and its forensic chemistry specialized direction and science of forensic medicine.
To meet the needs of national police work and force construction, the newly elected party committee of CCPC lays equal emphasis on education with academic credentials education and in-service police training, under the school-running thought of steadily developing undergraduate education, vigorously developing post-graduate and second bachelor’s degree education, striving to enhance adult education and police training. The new leadership of CCPC carries out multi-form and multi-level styles of school running, consolidating the present disciplines while actively developing new ones, making great efforts to turn out more and better talents.
Currently, there are approximately 5,000 enrolled students at CCPC, with more than 10,000 correspondence students registered in the university. The total staff of CCPC comes to 660, of which 350 are teaching and research members. Among the faculty, 160 are professors or associate professors, 16 are gainer of the Government Special Allowance and 13 enjoy allowance on ministerial level. With the working principle of cultivation, introducing and employing, CCPC increasingly reinforces the construction of the teaching staff. A batch of young and middle-aged teachers have become academic leaders in their own disciplines, and there forth coming a large number of potential youth teachers and a great many of invited drillmasters and professors, who are of high level in professional theory and practical experience. To adapt to the characteristic and regulation of police education and training, our college has basically formed teaching staffs with integration of teachers and drillmasters together, with combination of full time and part time.
The college maintains a policy of founding school politically, running school strictly, undertaking a Policing Management System. After entering college, students are required to receive strict military-style training. Besides basic and professional courses, they should master actual combat police training skills in shooting, vehicle driving and wrestling. With the combination of practical experiences, CCPC persists in training students into people’s guards who are steady in politics, proficient in profession, excellent in conduct, just in enforcement of the law.
The university is well equipped for teaching, researching and training, with many special laboratories, represented by advanced searching & arresting training system, forensic science & technology lab center and forensic medicine lab center, facilitated with multi-wave light source, questioned documents examiner, sound spectrograph, image processing system, scanning electronic microscope, GC-MS (Gas Chromatography Combined with Mass Spectrometry), capillary electrophoresis center, DNA analytical system, crime scene imitation center, computer square, language lab, campus net, audio-visual center, together with modernized library, swimming training pool, perfected wrestling and physical training gymnasiums, indoor shooting range, driving training field, athletics field and large integrated basketball, volleyball, tennis ball training field.
China Criminal Police Journal and China Criminal Police are publications sponsored by the college. The former one has become a core periodical of natural science of national public security system; the latter one has also become a core periodical of social science. It propagandizes the guidelines and policies of public security and launches special struggles against crimes. It has been a periodical that police love to see and hear.
Since china’s reform and opening-up, to meet the needs of police practice, and education and scientific research of the college, CCPC actively absorbs intelligence from abroad and attached great importance to international academic communication, establishing friendly relationship with colleges and police institutions in US, Brain, Japan, Russia, Japan, and Hongkong Special Administrative Region, etc. Besides, the college invites foreign experts and foreign instructors to teach and give lectures every year, sending its staff abroad for further study and communication. CCPC often organizes and participates in academic forum, therefore expanding its international reputation.
Entering 21st century, the college will continue implementing the educational policy of the Party, following the law of higher education, highlighting police educational characteristic, insisting on combination of education with academic credentials and police training, as well as combination of teaching, scientific research and case-handling. Taking cultivating people’s safeguards with political stability, professional proficiency, good working style and just law-execution as our purpose, the college aims at being a national criminal police educational training center, a criminal science and technology research and examination center and a world top police university.
