李子臣
李子臣先生现任美国蓝十字蓝盾医保联合会副主席，主管联合会的中国事务和战略发展。蓝十字蓝盾医保联合会是39家独立并本地经营的蓝十字和蓝盾公司的全国联合会，该组织为近1亿美国人（美国总人口的三分之一）提供健康保险和医疗保障。
李子臣先生目前正率领团队筹建蓝十字蓝盾驻中国代表机构，发展政府关系，开展各方合作交流，以支持蓝十字蓝盾组织在中国长期的业务拓展。作为蓝十字蓝盾医保联合会战略服务部的资深管理人，李子臣先生同时还负责蓝十字蓝盾战略发展项目及国际市场开发管理。
李子臣先生长期从事与中国政府的合作，在市场创新方面，尤其是在高科技和能源领域有丰富经验。他与他领导的团队曾经参与为中国中央及地方政府的重点项目提供管理与战略咨询服务。此外，李子臣先生在中美墨三边经贸合作民间促进的发起人之一，作为资深专家，他曾协助联合国拉丁美洲及加勒比海经济委员会和世界投资促进联合会等国际组织，在推动区域经贸合作中扮演重要角色。
李子臣先生拥有工业工程学士学位及工程管理硕士学位。他定居于德克萨斯州圣安东尼奥市，在芝加哥和北京两地办公。
Ted Li
Ted Li is Vice President, China Development for the Blue Cross and Blue Shield Association. The Association is a national federation of 39 independent, community-based and locally operated Blue Companies collectively providing healthcare coverage for nearly 100 million individuals – one-in-three of all Americans.
Mr. Li is leading the team working to open a BCBS Representative Office in Beijing. As head of the China Office, he will be establishing relationships with Chinese government agencies and officials, as well as fostering contacts with Chinese organizations that support BCBSA business interests and expansion into China. Mr. Li is a senior member of the BCBSA Strategic Services Division, which is spearheading major Blue Cross and Blue Shield strategic initiatives, including international expansion opportunities.
Mr. Li has considerable experience and contacts from partnering with the Chinese government to create or expand private market opportunities ranging from high-tech industries to energy. In this capacity, he has consulted extensively with China’s national and provincial government agencies for their key development projects. Mr. Li is one of the key players in developing trilateral trade and business development among the United States, China and Mexico. He has been key to promoting regional economic collaboration for international organizations such as the United Nations Economic Commission for Latin America and the Caribbean and the World Association of Investment Promotion Agencies.
Mr. Li has a Bachelor of Science degree in Industrial Engineering and a Master of Science degree in Porject Management. He lives in San Antonio – and maintains BCBSA offices in Chicago and Beijing.
