“洛阳模式”述评:城市规划与大遗址保护的经验与教训

梳理了洛阳市第一期城市规划的产生过程,对“洛阳模式”做出了新的评价,分析了洛阳市第一期城市规划对大遗址保护产生失误的原因。指出,20世纪90年代洛阳市第三期城市规划,在城市发展的中心位置保留22km2的大遗址保护区,在中国城市规划史、文化遗产保护史上是史无前例的,有重要的历史意义和现实意义,指出这才是真正意义上的“远离旧城建新城”的“洛阳模式”。
Survey of the "Luoyang Mode":Experience and Lessons from the Urban Planning and Conservation of Mega-sites

In the 50's of the 20th century, "constructing new city far away from the old city" in 1st phase Luoyang planning was regarded as "Luoyang mode".This mode be-comes famous model in "mega-sites conservation and ur-ban planning". But after reviewing the historic course, this paper gives the mode a new definition: only by the way of Luoyang 3rd phase planning in 1990 -retaining 22 km2 for conservation of mega-sites in the center of urban develop-ment district, can it be regarded as "Luoyang mode" in genu-ine sense.
