【简介】德胜(苏州)洋楼有限公司(以下简称德胜公司)成立于1997年,注册地址为苏州工业园区娄葑东区淞江路3号,是美国联邦德胜公司(FEDERAL TECSUN,INC.)在中国苏州工业园区设立的全资子公司,它的前身是美国联邦德胜公司在中国上海设立的代表处。德胜公司从事美制现代木(钢)结构住宅的研究、开发设计及建造,是迄今为止中华人民共和国境内唯一具有现代轻型木结构住宅施工资质的企业。
经过数年的发展,德胜公司现已成为拥有固定资产超过2亿元的企业,中国苏州总部占地约52.5亩;在昆山购地236亩建设“德胜昆山工业园”,作为公司的工业生产基地。现公司年生产加工能力可以满足1000栋以上的木结构别墅工程所需全部材料(按平均每幢300平米计)。
截至2005年12月31日,公司拥有员工1260名。其中接受过轻型木结构住宅培训的工程及技术人员830名;专业管理人员56名;轻型木结构专家4名;轻型木结构设计人员19名;高级工程师28人;博士生导师2名;独立质量监督人员10名;全面质量服务神秘访客6名;现场施工总监12名;资料员8名。【历史年表】1998年02月德胜公司被美国住宅协会吸纳为海外会员,成为中国境内唯一一家进入此协会的企业。
2003年09月,江苏省科技厅批准德胜公司为江苏省高新技术企业。
2003年10月,德胜公司一次性顺利地通过了ISO9001:2000质量管理体系和ISO14001:1996环境管理体系的认证。
2003年10月,经教育部门批准,由德胜公司捐资创办的德胜—鲁班(休宁)木工学校正式开学,首批学生于2005年06月毕业,并获得匠士学位(中国首批)。中国政府相关领导及美国、加拿大和芬兰等国驻华使领馆官员参加了隆重的毕业典礼。
2004年04月,同济大学德胜住宅研究院成立,博士生导师徐政教授任院长。德胜住宅研究院坐落于上海同济大学安亭校区,与同济大学大众汽车研究院交相辉映,成为同济大学在交通和住宅领域的两大研发基地。
2005年08月,由德胜公司捐资成立的、专门招收家境困难的农村学生的休宁德胜平民学校正式开学。凡进入该校的学生衣、食、住、行、学杂等费用一律全免。
2005年11月,德胜公司被苏州市科技局、苏州市知识产权局确定为苏州市培育自主知识产权重点企业。
2006年01月,“TECSUN德胜洋楼”被江苏省工商行政管理局认定为江苏省著名商标。
2005年12月,《德胜员工守则》面向全国正式发行。德胜公司把自己多年来从自身的企业(中国境内)管理实践中总结出来的经验毫无保留地奉献给了社会。
为了开拓员工的视野,增强专业技能,从2001年开始,德胜公司每年派送一批普通员工和技术骨干赴美国、加拿大、芬兰等国家学习和复训,以便更好的服务于我们的客户。

Tecsun (Suzhou) Homes Co., Ltd(hereafter Tecsun homes), the subsidiary of Federal Tecsun, Inc. specializes in the research, development and construction of modern American timber(steel)-framed structures. It is also the only enterprise who has been issued with the construction license of modern light timber structures in China.
As the business growing, a wholly owned subsidiary, Tecsun (Suzhou) Homes Co., Ltd. was founded in Suzhou Industrial Park in 1997 with the registered address of No.3 Songjiang Road, Xietang town, East Loufeng Zone, SIP.
With several-years development, Tecsun Homes has become an enterprise with fixed assets of RMB 200 million. At present, the total manufacturing and operation facilities is about 52 Chinese acres in Suzhou. About 236 Chinese acres in Kunshan, the “Tecsun Kunshan Park”,which is now under construction, will be the base for Tecsun Homes future manufacturing and research development facilities. Tecsun Homes current annual manufacturing and processing capacity for timber-framed house construction materials is over 1000 timber-structured houses (average size, 300 square meters per unit).
By the end of 2005, there are 1260 associates working for Tecsun Homes. There are 830 site workers who have received light timber-framed structure construction training. In addition, we have 56 professional managers, 4 light timber-framed structure experts, 19 structure designers, 28 senior engineers, 10 independent site supervisors, 6 secret supervisors for overall quality and service supervision, 12 on-site construction supervisors, and 8 file clerks. There are also 2 doctorial tutors that work in the Tecsun Homes.
Tecsun (Suzhou) Homes Co., Ltd. became the member of National Association of Home Builder of America in February of 1998. It is the only builder in China that belongs to this Association.
In September of 2003, Jiangsu Science and Technology Office issued "Jiangsu New and High Technology Enterprise" to Tecsun Homes.
In October of 2003, Tecsun Homes received the certification of Quality Control (ISO9001:2000) and Environment Management (ISO14001:1996).
In order to train more technical professionals and, with the Department of Education approval, Tecsun-Luban (Xiuning) Technical School of Carpentry with donation by Tecsun Homes, was founded in October of 2003. The first group of graduates received Crafter-master Bachelor degree in June of 2005. Government officers and diplomats of America, Canada and Finland Embassy in China took part in the graduation ceremony.
In April of 2004, Tongji University Tecsun Institute of Housing Technology was founded. The Dean is doctorial tutor Xu Zheng. The institute is located at Tongji University new campus in Anting. Along with Tecsun Institute of Housing Technology and Tongji University VW Auto Research Institute, the Tongji, Anting campus focuses on the research development of China Construction industry and Auto & Transportation industry.
Tecsun (Xiuning) Primary School, donated by Tecsun Homes, was founded in August of 2005. The students were all from the poor families. The supplication of clothing, meals, quarter, transportation and tuition for the students is all free.
In November of 2005, Tecsun Homes was issued the major enterprise of Breeding Independent Intelligence Rights by Suzhou Technology Bureau and Suzhou Intellectual Property Right Bureau.
In January of 2006, Tecsun Homes was issued the Famous Brand in Jiangsu Province by Industrial & Commercial Administration Bureau.
In December of 2005, “Tecsun Staff Regulation” was published to the nation. Tecsun has consecrated to the society all his experiences that accumulated in management practice.
Tecsun Homes views employee training as one of critical success factors in our strategy. In order to achieve better understanding of the industry and strengthen their professional skills, Tecsun Homes sponsored training trips for the management team and key technicians to the USA, Canada and Finland every year since 2001, thus able to provide quality service and products to our clients.
Environmental protection has always been Tecsun Homes’ key concern. On March 17 of 2003, Tecsun Homes was issued an award as the "Environmental Protection Enterprise of 2003" by SIP. 旋空调的塑料螺丝,用旋铁螺丝的方法旋是不行的;
2593这栋房子,工地上3寸的L型弯头,计划用3个,结果用了5个,得写出理由来;
每6寸钉一个钉子,就不可以在6寸半或7寸处钉钉子;
洋楼里的一个死角,按程序要花20元的油漆,就不可以偷工减料;
钉石膏板要把施工者的名字写在板头上;
接待室规定天晴开哪几盏灯、下雨又加开哪几盏灯,必须严格执行,接待参观的样板房,规定范围内的灯、音乐唱机和电视必须打开;
小区的绿化有虫害,必须弄清楚食叶类和食汁类不同类别的害虫,前者用“敌杀死”,后者用“绿叶通”。
在德胜,做事情不允许“基本上理解”、“大概这么做”。【企业文化】德胜公司的企业文化核心是:诚实、勤劳、有爱心、不走捷径。德胜的高层深信:“制度只能对君子有效,对于小人,任何优良制度的威力都将大打折扣,或者是无效的。”德胜公司呼吁人们做一个合格的员工,应努力使自己变成君子。
同时,德胜公司也首先以君子示人。比如:
不实行打卡制;
可以随时调休;
可以请长假去另外的公司闯荡,最长可达3年,保留工职和工龄;
对于试用期的职工作出特别提示——您正从一个农民转变为一名产业化工人,但转变的过程是痛苦的;
费用报销不必经过领导审批,签上自己的名字即可,涉及证人的需加上证人的签字;
公司不能接受员工因办公事而自己垫钱(支付)的事情发生;
工人发现劳保用品、劳保设备欠缺或质量太差无法使用,可以拒绝工作,此间仍享受正常的上班待遇;
带病工作不仅不受表扬,而且可能受到相应处罚;
公司不认同职工冒着生命危险去抢救国家财产、集体和他人财产的价值观,奉行“生命第一”的原则;
公司对包括执行长在内的施工现场工作人员实行强制休息法,强制休息期间享受休息补助,但不允许逛街或娱乐。
在德胜考察过程中,有三种类似于宣誓、申明之类的做法,使我深受启发并进一步理解了文化与制度的关系:
(1)所有的员工都能够并且必须领取一本《德胜公司员工读本》,此手册的封二有一段话:“我将认真阅读这本手册内容,努力使自己成为德胜公司的合格员工,靠近君子,远离小人。”下方要慎重签上自己的姓名。
(2)公司开工前所有施工人员必须参加时长不短于一小时的会议,会议重申职工守则、施工责任书、施工安全及劳动保护措施和奖惩条例。
(3)员工财务报销前必须认真聆听财务人员宣读一份《严肃提示——报销前的声明》,任何时候任何人的每一次报销都有这个程序。《声明》内容如下:“您现在所报销的凭据必须真实及符合《财务报销规则》,否则将成为您欺诈、违规甚至违法的证据,必将受到严厉的惩罚并付出相应的代价,这个污点将伴随您一生。”
如果说汪中求是以洋洋18万字写出《细节决定成败》来解读老子的“天下大事,必作于细”的话,那么,聂圣哲及其德胜公司则以20余名管理者带领500余名产业工人(大多从农村的木工转化而成的美式洋楼的建造者)在实践着细节管理,并且已经取得使人眩目的成绩。
