中心成立概况武汉信息技术外包服务与研究中心（以下简称中心），由武汉市服务外包工作领导小组（武汉市政府服务外包领导机构，组长为武汉市副市长岳勇）2009年三月批准正式成立，中心隶属于武汉市商务局直接领导，中心依托武汉大学国家重点实验室和国家多媒体软件工程技术研究中心等高校资源以及联想公司等知名企业，实行开放机制的运作模式，专业从事国家信息技术外包、行业标准、产业发展及IT外包应用领域等方面的科学研究，有计划有针对性地遴选重大IT外包研究课题，由中心选定的学术带头人组织实施。组织开展各项学术研究活动。
2009年5月21日，第三届中国服务外包产业发展与合作(武汉)国际论坛在武汉举行。 “武汉信息技术外包服务与研究中心”在论坛上接受了武汉市商务局的授牌及证书。
中心服务与研究范围中心为世界五百强企业，中国五百强企业，提供与IT技术相关的高端服务，同时武汉的软件外包企业提供项目的规划、评测、咨询、以及各种专业技术支持等相关公共服务。
中心积极参与推动武汉市服务外包，特别是信息技术外包服务的发展，加强与武汉市1+8城市圈，以及兄弟省市的交流与沟通。提升武汉服务外包，特别是信息技术服务外包的水平和层次，加强与海外相关机构的合作交流，为国家服务外包战略服务。
Wuhan IT Outsourcing Service and Research Center (later referred to as the Center), was officially approved by a leading group of Wuhan service outsourcing which is a leading organization in service outsourcing of the Wuhan government, headed by vice mayor Yue Yong. The Center is under the direct control of Wuhan Bureau of Commerce. And it relies on the State Key Lab of Software Engineering of Wuhan University, the National Engineering Research Center for Multimedia Software and established enterprises such as Lenovo Group. With an open operation mode, the Center specializes in scientific research in the fields including national IT outsourcing, industrial standards, industry development and ITO application. The Center chooses ITO research subjects of great importance in a planned and orderly manner. These research subjects then are organized by leading professors chosen by the Center.
The Center provides IT related high-end service for the world Fortune 500 and Chinese top 500 enterprises. Meanwhile, it provides public services including project planning, evaluation, consultancy and technology support for Wuhan software outsourcing companies.
The Center actively participates in promoting service outsourcing in Wuhan, especially the development of IT outsourcing. It enhances the exchange and communication with Wuhan 1+8 circle and other provinces and cities. It is also engaged in upgrading Wuhan service outsourcing, especially the level of IT outsourcing, communicating with related organization abroad and serving the national service outsourcing strategy.
On May 21, 2009, the 3 China Service Outsourcing Development & Cooperation (Wuhan) International Forum took place in Wuhan. On that forum, the Center received an authorized board and a certificate from Wuhan Bureau of Commerce.
