特许经营和纪念品销售是指组委会通过使用奥林匹克品牌和知识产权等途径，在本国以及任何可能的国际市场销售官方特许商品、使组委会收入最大化的行为。与生产奥林匹克商品的厂商签署相关协议，把组委会的奥林匹克标志使用权授予第三方（即特许经营者），以便特许经营者可以在奥运会纪念品上使用奥林匹克标志。组委会可以成立专门部门，办理特许经营与纪念品销售方面的事务。

Licensing and Merchandising
Licensing and Merchandising relates to the role of maximising the OCOG’s revenues from the sale of Official Licensed Merchandise, utilising Olympic brands and intellectual properties, both in the host country and internationally where possible. Agreements are developed with manufacturers to produce Olympic merchandise, granting the use of its mark or marks to a third party (a licensee) so the licensee can use the mark on merchandise to create souvenirs that commemorate the Olympic Games. The OCOG may establish a functional area dealing with Licensing and Merchandising aspects.
