1994年在巴黎召开的以统一为主题的百年奥运大会确认了环境和可持续发展的重要性。在确认其在促进可持续发展方面的特殊责任之后，国际奥委会将环境视为奥林匹克精神中除体育和文化以外的第三个层面。由此，1995年，国际奥委会决定成立体育与环境委员会。该委员会的职责是就国际奥委会和奥林匹克运动应采取何种环境保护和促进可持续发展等方面的政策，向国际奥委会执行委员会提出建议，并协调上述政策的实施。

Sport and Environment Commission
The Centennial Olympic Congress, Congress of Unity, held in Paris in 1994, recognised the importance of the environment and sustainable development. The IOC, having acknowledged its particular responsibility in terms of promoting sustainable development, regards the environment as the third dimension of Olympism, alongside sport and culture, which led to its decision in 1995 to create a Sport and Environment Commission. Its role is to advise the IOC Executive Board on what policy the IOC and Olympic Movement should adopt in terms of environmental protection and support for sustainable development, and to coordinate the application of this policy.

S’étant reconnu une responsabilité particulière envers la promotion du développement durable, il considère l’environnement comme la troisième dimension de l’Olympisme aux côté du sport et de la culture, ce qui a conduit à la décision du CIO de créer la Commission sport et environnement en 1995. cette dernière a comme rôle principal de conseiller à la commission exécutive du CIO sur la politique à adopter en matière de la protection de l’environnement et la promotion du développement durable et de coordonner l’application de cette politique.

2006年7月，环境活动部代表北京奥组委赴洛桑出席了国际奥委会体育与环境委员会年会。国际奥委会主席罗格先生应邀致辞。体育与环境委员会主席施密特主持会议。
委员们总结了前两届世界体育与环境大会各项建议的落实情况，听取了都灵、北京、温哥华和伦敦奥组委工作汇报，倡议广泛宣传和贯彻新出版的国际奥委会《体育、环境与可持续发展指导手册》。

会议宣布，第七届世界体育与环境大会于2007年下半年在北京召开。
