Except for binaries for the VxWorks RTOS components and host tools, TMS is
primarily a source distribution.
TMS has 2 SDK packages:
L2 package
BL3 package
the L2 TMS SDK package provides both basic and enhanced Layer 2 switch
support.
the BL3 TMS SDK package provides basic Layer3 switch and router support.
that is, BL3 has router function, L2 hasn't.
