编者按：全国外贸跟单员培训认证考试是继外销员、货代员、单证员后的第四个商务行业认证考试。外贸跟单员是近年来随着加工贸易的深入开展，贸易规模扩大、公司业务细分而产生的新岗位。中国国际贸易学会成立了商务职业培训认证办公室负责该岗位的教材编写、培训和考试认证工作；成立了全国外贸跟单员专家委员会；设立了全国外贸跟单员培训认证考试中心，指定了培训机构,并确定了今年全国外贸跟单员培训认证考试的时间及实施办法、培训中心和考试点的管理办法及考场规则、师资培训计划，完全按照国家级的职业考试标准进行。同时为院校制定了教学计划，这在国内是第一个以行业学会的名义推出的学历教育标准。
主办机构
中国国际贸易学会是我国国际贸易学科理论和实践研究的权威学术机构。学会自成立以来多次举办了大型的国际贸易论坛，并且长期致力于国际贸易学科的建设与发展，尤其关注国际贸易理论创新、业务规范、人才培养和新岗位的创置。中国国际贸易学会根据商务部《“十一五”人才强商规划》以及《行政许可法》和《国务院关于大力发展职业教育的决定》等相关文件精神，成立了中国国际贸易学会商务培训认证考试办公室，以推动全国院校国际贸易专业的学科建设和人才强商行业标准的制定。今年根据新形势，组织全国有关外经贸院校及有关专家、学者，制定了相关院校国际贸易专业（外贸跟单员方向）的指导性教学计划以及对应的教材，以供院校培养企业急需的外贸跟单人才。今后还将推出适应新形势下的“国际商务文员”和全国国际商务从业人员专业英语水平认证考试，以期达到行业学会对院校国际贸易学科教学的指导，缩短院校教育与企业之间对人才需求的差距，形成真正意义上的能够反映经济发展和劳动力市场需要的职业资格认证标准体系的目标。
什么是外贸跟单员———外贸跟单员是指在进出口业务中，在贸易合同签订后，依据合同和相关单证对货物加工、装运、保险、报检、报关、结汇等部分或全部环节进行跟踪或操作，协助履行贸易合同的外贸业务人员。外贸跟单员按业务进程可分为前程跟单、中程跟单和全程跟单三大类。①前程跟单是指“跟”到出口货物交到指定出口仓库为止；②中程跟单是指“跟”到装船清关为止；③全程跟单是指“跟”到货款到账，合同履行完毕为止。跟单员按业务性质分又可分为外贸跟单和订单跟单（生产跟单）。
培训标准
1.培训对象———具有高中（包括中专、技校、职校）以上学历且有志于从事外贸跟单工作的在职和求职人员及在校生均可参加。
2.培训期限———在校相关专业学生培训40-60学时。社会短期培训80-100学时。
3.培训内容①掌握国际贸易基础知识，熟悉进出口业务的基本流程；
②掌握国内外有关国际贸易的法律法规以及行业的标准；
③掌握外贸商品学的各种知识；5熟练掌握常用办公软件；⑤了解国内轻工、五金、纺织等大类商品生产流程和主要生产商；
⑥了解海运、陆运、空运以及仓储的物流基础知识；
⑦了解报检、报关、结汇基础知识；⑧了解工厂生产流程，以及对外贸易企业管理知识；
⑨英语应较熟练掌握外贸英文函电以及英译汉的翻译基础知识。
培训教材中国国际贸易学会已组织相关院校和企业的专家、教授编写了《外贸跟单员培训认证考试大纲》、《外贸跟单理论与实务》、《外贸跟单员培训认证考试复习指南》，由中国商务出版社出版发行，联系电话：010-64286917。届时各培训点均有销售。
考试要求、时间
（一）考试要求：全国统一命题、统一考试、统一阅卷、统一发证。
（二）考试时间：2006年11月12日全天。①上午9：00~11：00外贸跟单基础知识②下午14：00~16：00外贸跟单操作实务（含英语）
（三）报名时间：2006年6月22日~9月9日网上报名，9月10日~30日现场确认。
