I have been in Macau almost for one year. In this year, I have visited nearly
all the interesting palces, such as Measure of Macau, Monte Fort, Convention Tower and Louts Flower in Full Bloom, etc. But I have never been to one place---casino! Lisbon Casino, Jai Alai Casino… I keep myself far way from them!
Why?
Gambling is actually playing games of chance, such as cards, for money! It is
true that in gambling, one of the parties most lose money, the gain of other couldn’t be called robbery, since that both parities willingly agree to run the risk! The effect of gambling is injurious not only to individual but also to society: it discourages habits of industry by bolding out before men the hope of getting rich quickly without work. Moreover, it often ends up in theft and robbery,
even in crimes of violence, what is worse; it could also throw a man and his family into misery! Therefore, it should be regarded as a social evil!
Gambling does such harm to our life, but, why, why is gambling still lawful in
Macau? Does each its people like gambling?
The gambling has a long history in Macau. Early in the year of 1847, the authority of Portugal pronounced that gambling was lawful in Macau, but it was forbidden in 1896 when the authority enacted another law; it seemed that gambling came
to edge of the law! About in July, 1961, the government of Portugal made the No
.18267 law, which suggested that gambling in Macau is lawful form then on! The low is still in force now!
Macau is small, it is not rich in natural resource, but its people live much
better lives than mainland, where is their economic resource? Service industry!
Gambling is a bright star in service industry. From January to August in 2004, the tax of Macau from gambling is more than 9.2 billion. Are you surprised with this number? It also attracts a large number of visitors from mainland, Hong Kong
and many other places, which promotes the development of other service industry
. Therefore gambling brings Macau a lot of benefits, I can say without exaggeration that gambling is main economic resource of Macau!
I think those are the main reasons for why gambling is lawful in Macau!
Macau is beautiful, mysterious, attractive, it also a city which could easily
make someone live a corrupt life. We should not be puzzled by its gorgeous surface!
