在游戏故事一开始，主角山姆费舍尔（Sam Fisher）原本已经从谍报生涯退休，隐居于地中海地区，但是因为老友安娜陷入危机，使得山姆不顾自身安危，从隐居生活再次回到国家安全局第3梯队（NSA Third Echelon），却发现组织已经变质，而且还发现某个阴谋甚至牵扯到他以前所曾经信赖的人。
基于理念，山姆费舍尔选择与组织对抗，使得原NSA顶尖情报员的他，一夕之间成为全面通缉的逃犯。
在本作中，山姆将比先前系列作具备更多个人特质表现，不再是以往系列作中听命于组织执行任务的单纯谍报员，而是基于自身理念脱离组织行动的独行侠。游戏依旧承袭匿踪潜入的特色，不过将会加入更多明亮开阔的场景，如目前释出的宣传影片与游戏画面中所呈现的华盛顿特区街景等等。
山姆也不再是以往黑色紧身衣与高科技行头的谍报员装扮，而是以不显眼的平民装扮，混杂在一般市民中行动，对抗缉捕自己的警察与NSA 3E组织干员，因此整体的风格与玩法将会有很大的变化。
