In June 1776, Congress decided to issue a formal statement explaining its reasons for breaking ties with the British Empire. Thomas Jefferson drafted the declaration. The document was debated and revised for several days. On July 4, in Philadelphia, Congress adopted the final version. Over the next month, the Declaration was sent to state legislatures, made available to the public, and officially signed by members of Congress.
