RAYMOND DUNCAN,took his advanced degree in international relations from the Fletcher School of Law and Diplomacy,Tufts-Harvard,after graduating from the University of California and completing a stint in the U.S. Army Counter Intelligence Corps in West Germany. In addition to university teaching,he has also been a Visiting.Scholar with the CIA and NIC. Duncan has written and edited several scholar-ly journal articles,most notably on the former Soviet Union,Cuba,and Latin America,as well as several nonfiction books on world politics.
