According to the "Hong Kong SAR Basic Law", all legal residents before handover(1997-7-1) are eligible to the BN(O) -- British Nation (Overseas) passport holders.

There means for more than 6 million HKSAR, Chinese citizens are both HKSAR and BN(O) passports' holders.
