The first is course based, e.g. MA, MSc, LLB, MD, MBA, MSW, and etc. The major purpose of these program is to train students with advanced non academic skills for their career. The second is research based, e.g. MPhil and PhD. The goal is to train academic scholars.
Nowadays, I find some new universities offering research based programs in MA and MSc, but they are not the mainstreaming.
Teaching assistanceship and research assistanceship in general are offered to students in research based programs only. University of Toronto for example gives TA $18,000 per year, sufficient to cover tuition and living cost. It is the major source of income for local students and the amount is taxable. It is like a job, protected by the union and medical benefits.
Perhaps, the world has changed. I have yet to see insurance as a major in a graduate school. It may be a concentration, but not a major. Finance is though.
