Let me tell you what happens in Canada. This is a country of last name last, so your name will be read as 荣在安, or Jong An. 在 is your middle name; you can omit it if you want.
Canada and most English Speaking countries are last name based, because they always use very common first names such as Peter, Paul and Mary, so the major institutions such as bank and school identify people mainly by their last name.
Chinese names are too confusing to Canadians. For example, if you name is Chen Dan, you will be in a disaster. Bankers will identify you as Chen but there are millions of them. The secondary identifier is your first name Dan, again too many. Thats part of the reasons why immigration application takes so long for Chinese to come to Canada because at the same time, there may be 50000 Chens and 5000 Chen Dans applying.
Can you add an English name to your original name and put it in your documents. The answer is yes. There are 2 methods.
First, go find a lawyer to change it for you, and with the declaration, go change all your official documents.
Second, add your English name to easier channels first, such as school and banker and use documents they provide to change provincial records such as health card and then federal ones such as social insurance number and passport.
I have never changed my name, but the girl on my team, who is a jewish, has changed her name (both first and alst) twice already.
