初佃辉，男，1970年5月出生，山东省潍坊市人，硕士，副教授，1995年7月毕业于哈尔滨工业大学计算机科学与工程系，现任哈尔滨工业大学（威海）计算机科学与技术学院院长助理，山东省企业网络化与电子商务工程技术研究中心常务副主任，威海市计算机学会副理事长。
主要研究领域：现代企业资源计划ERP、电子商务、供应链管理SCM、物流管理等，近年来作为项目负责人承担完成了国家863计划、山东省重大科技攻关、山东省自然科学基金、山东省自主创新工程重大专项等项目十余项；同时负责实施了十余项企业信息化建设项目。
近年来在国内外学术期刊上发表学术论文20余篇，其中SCI检索1篇，EI检索4篇，著书两部，荣获航天工业总公司科技进步三等奖一次，2002年被市委市政府评为“威海市优秀青年科技人才”。

Mr. Dianhui Chu, with a Master’s degree and associate professor, was born in May, 1970 in Weifang City, Shandong Province. He graduated from department of computer science and engineering, Harbin Institute of Technology in 1995. He is now working as an Assistant Dean, in School of Computer Science and Engineering, standing vice director of Shandong Province enterprise network, electronic commerce project engineering research center, and vice president of Weihai Computer Society.
Main research areas include: ERP, the modern enterprise resources plans, e-commerce,SCM, supplies chain management, and management of goods flow. In recent years, he has undertaken as the principal persons in charge of some projects of the national 863 plans, the key plans of Shandong Province significant science and technology, the Shandong Province natural sciences funds, the special sub-project of project of Shandong Province independent innovation project, etc more than 10 projects. And he was also responsible for implementing about 10 IT projects forenterprises.
In recent years, he published more than 20 papers in the domestic and foreign academic periodicals, among them, one paper has been by referenced SCI, four papers have been referenced by EI. He is the author of two books. He had the honor to receive 3nd award from China Aerospace Industry Corporation once. In 2002, he was honored as "Excellent Youth Scientist and Technician" by Weihai City government
