My reply to the five questions by Tim --for Tim

Dear Tim Any viewpoint of our foreign friends (sometimes even a foe ) will be enlightening the people ,especially when we seem to come to the deadlock of thoughts .we all ( I suppose) welcome different voices ,especially from outside of our country. As a government employee specialized in Economy , I persponally has a habit of saying something backing on specific facts, and probing something from various aspects,and piece all factors together. Thus, as for the excellent dissertation by Mia ,I admit her well-organized and clear-stated article. But for me, that is not enough, though it may deviates from your topic a little, I want to say,that the issue of technology development ,and in addition, the whole direction of a nation’s development, was decided by many factors, one can not find a satisfying answer from single discipline. This question reminds me of the famous ‘the riddle of Lee Jesophe’ about China, he raised a question that is, why the modern society reform did not occur in China ,but instead in Western world. I have read some answers by some famous ,prestigious economists,but I never reckon them enough. With regard to a tremendous social issues, we badly need experts from anthropology ,historian, sociologist statesman etc from different aspects to give us a comprehensive explanation. If there is no one can do a competent job,at least ,we must not come to a conclusion hastily .for example,on political system , centralization of a state power,usually be found the dictator decided many fields of the society, including his subjects ’ value orientation…..China lost her best opportunity of becoming creative when the Qin dynasty ended the chaos of the Warring State Period. I don’t think Internet can solve our tax-based income problem consequentially. Before internet prevailing our society, Western countries has coped with this quite well by Fax, teleprinting,etc. by its bank clearing, but which based on a perfect system of non-cash winding up an account ,a system of checking-account,by which the government and banking system can put the transaction under their supervision. But in China not thousands of, not millions of, but several hundred million individual economic units make this system impossible in current China . Even computer will not cope with it well , I suppose. The internet will be effective only in the event of capital convergency happening fastly. I’ m glad your friendly compliments on China’s achievements. but I’m not optimistic as you .In my eyes, our problems are more protrudent than our achievements. I realized the danger of our surficial prosperity. some factors is threatening our economic body . sometimes I suspect about her pace and outlook of sustainable development. As a result of gradual marketalizing reform,unlike Japan having been in the second half of last century, our economy edifice wasn’t built with firm structure and on the solid foundation ,some part just like mirage . Your five questions all concerning technology, the technology of national Defense and eduation truly play a key role in our future stage of our country.About genetic engineering , is doomed to be a two-bladed sword too,just as any hi-techs.no one know which side will win the race in the end. Some pessimistic people hold an attitude towards it as lethal element to the biosphere, accordingly human being while some other people hold a strong belief of its benefits to the humanity’s happiness , healthy and wealth .I think it depends on the way ,the policies carried out by the international organizations ,and in what degree our international organization will bring their power and influences into play on the world stage. The Second Gulf War displayed before each country a practical ,and vivid war case ,told us what modern war is. Each country will regard it as an actual combat training and will adjust her military strategy and tactics ,which will match the modern war. This war will urge our country focusing more superior material resources and excellent manpower into national defence. China,as you know, was interdicted from advanced military technology import by the treaty between the States and NATO countries. though, recently ,France reach out its olive branch towards China for certain purpose. As everyone knows, military technology, comparing with others, is one that depends on more resources of one country, though our GDP has ranked the sixth in the world, but our GDP per capita is still rather low, that add more factors to the reasons of the impossibility of import. Thus we have to take the way of more self-reliant in this field. But ,self-reliance that is used to be considered as our proud spirit in Mao’ era, now is not a good concept any more for a nation in the tendency of globalization in the world. This time we are forced to be so,to some extent. Concerning technology under ‘three representations’, you can read my viewpoint under Charles’ article .Here,I plus only one , in China (or by CPC) , science and technology is regarded as ‘in the first place of productive forces ’ (a phrase by Deng) When it under ‘three representations’ ,it means the party will pay more, encourage more investment and carry out more preferential policies on the development of hi-techs and modern technology, as well as the application of them in traditional industries, making these industries upgraded by them. As for education in countryside ,I think it is one of the most difficult tasks challenging our government ,up to now ,he hasn’t found any far-sight effective way out of this morass .He is busy with the uplifting of the general state of culture qualities of our common people by increasing the students enrollment by college-level or higher level school, and industrializing education industry(before that it like a little ,a sort of governmental department ),and enhance the level of teaching of the teaching staff. Maybe because it is a hard nut to crack, when problem met by our government concerning rural areas .we cannot see a thorough and sustainable method or policy having been carried out. But, educational industrialization will rebound to the education resources reasonable flow,and lightening the heavy burden of budgetary expenditure brought by increasingly huge number of students enrollment I infer exchanging of teaching staff between rural and urban areas in primary and junior secondary schools is a way of comparatively effective and low-costing way ,but under current system this will not be put into practice. Maybe we have to wait for the ‘old’ staff retire and the new generation ,with better education background(which is promising due to the increasing of students enrollment thereby the increasing of graduates ) replace them one decade or two later! Do you know America, unlike some European countries, is one country who prefer to ‘ corporation’ rather than ‘technology export’ ? maybe because he always regard China as a future ‘competitor’ ? I’ m not an expert in American policy towards China, I supposed some core technology and hi-tech must be listed in the list of his item of restricted export to China.China now seemingly boomed especially in manufacture .but our advantage lost when involving technology ,especially core technology .So some of our manufactures are vulnerable .Can you explain more about your fifth question more? I can not understand what you are wanting by it.i mean the ‘correct role’ ,which side it stands for ? Foreign capital played an important role in the past 20 years in China. especially in some eastern coastal areas in China. Because before 2001(the year china entrance of WTO) ,our opening-up policy ,on the import side ,constantly based on capital import, especially direct capital import ,rather than goods import. And capital import is mainly some equipments, while some is technology. Equipment, though ,is indirectly a sort of technology. But some of these equipment is not only not advanced ,but instead in a backward state ,some of them have already been obsolete by their original country. On the other hand, in China ,in many places is the capability of digesting of some advanced technology so terrible in the dust that many machines were left aside untouched !Some entrepreneurs have fully used them.---developing new technologies based on them .but the radiation spectrum of them is not remarkable .Two question about Iraq:1.Up to now,there are not enough proofs about massive destructive weapons in Iraq founded by the States, what’s the response to it among the American people and the political circle ?what's the REAL purpose of American ,when it launched the war ?2.what's the difference between the the British and American's attitude towards the war?Best alwaysAlexandra
