加入WTO以后，随着产业结构、产品结构和企业结构调整步伐的加快，新兴产业特别是信息产业的迅猛发展，传统的产业结构必将发生巨大变化，中小企业将面临更加激烈的市场竞争，为了适应新的竞争环境和竞争规则，中小企业发展的关键必须是提高以技术创新能力为主要标志的核心竞争力，制定完善的技术创新对策。文章分析了当前我国中小企业技术创新中存在的问题，并就如何促进我国中小企业的技术创新提出了对策。
