The property sector is beyond doubt apillar industry in China. Meanwhile, homepurchases can be considered either a form ofconsumption or an investment. During specu-lative asset price inflation, housing's natureas an investment tool is more conspicuous,which might worsen the macroeconomy'sfluctuations during economic cycles.
As far as housing investment's negativeimpacts on the macroeconomy are concerned,China has learned from other countries, likeGermany and France, which experiencedrelatively mild fluctuations in their economiccircles as assets are less of an investment toolthere. By contrast, economies like the UnitedStates, Japan and Spain, which suffered fromturbulent economic downtowns during thelast economic cycle, are more tolerant towardviewing housing as an investment.
A major barrier to China's sustainableeconomic development is its high savingrate and low consumption, a structural defectthat has become even more obvious in thewake of the financial crisis. Thus China listsconsumption expansion as a key task of itsmacroeconomic control policies. However,giving residents incentives to spend moreshould not go beyond control. Boosting con-sumption should be based on the growth ofresidents' disposable incomes. In the contextof a hot property market, slow growth ofresidents' disposable income and frequentadjustments to interest levels, people buyinghomes at a lower mortgage rate may findthemselves unable to pay their mortgages af-ter interests experience an upturn. Therefore,the Chinese Government also needs to takemeasures to prevent a consumer credit ex-plosion, like that experienced in the UnitedStates.
